SDIP-41: Treasury Management 2023

This SDIP outlines a proposal to pre-authorize the Treasury multi-sig holders up to $1M USDC equivalent for treasury management activities until December 31st, 2023. This includes swapping from USDC to other assets (including our own token, be it the current ERC-20 or the future ERC-721) and vice versa, swapping from other assets to USDC, in order to maintain the health of our treasury during changing market conditions.

Floor is down 10% with significant volume (2x the volume of the past few weeks and above our 250 ETH benchmark). Most of the trades were sellers accepting WETH bids (some in the 8s) and we saw a few crazy deals like Bold #7893 selling for 14.5 WETH and Pipe #5277 for 28.5 WETH.
